The East Village is a neighborhood of old tenements. Most buildings are five and six storey walk-ups from the late 1800s and early 1900s, with shops and restaurants at street level and apartments above. Rooms are small, walls are plaster, and ceilings, pipes and trim carry many layers of paint, some of it glossy oil paint that new latex will not stick to without the right primer. Bathrooms and kitchens are tight and often poorly vented, so peeling and mildew are common repair jobs. A lot of the work is rental turnover for owners and managers, and these older buildings fall under the city's lead paint rules. There are also row houses near Tompkins Square and newer condos along the avenues.
